Dies ist ein Entwurf digitaler Menschenrechte, der sicherlich für einige Kontroversen sorgen wird.
1. Jeder Mensch hat ein Recht auf einen neutralen (im Sinne von Netzneutralität) und ungefilterten Netzzugang.
2. Jeder Mesch hat ein Recht auf digitale anonymität und Privatsphäre.
3. Jeder Mensch hat ein Recht auf Einsicht gesammelter Daten zu seiner Person bei Behörden.
3. Jeder Mensch hat ein Recht auf den Zugriff auf- und Besitz von Informationen.
(Hinweis: daraus leitet sich kein Recht auf den Zugriff auf- oder Besitz von Kinderpornografischem Material ab.)
4. Niemand darf wegen Zugriff auf- oder Besitz von Informationen
bestraft oder verfolgt werden.
5. Jeder Mensch hat ein Recht auf den uneingeschränkten Zugriff auf Wissen und Kultur, auf dessen Modifikation und Wiederveröffentlichung.
6. Jeder Mensch hat ein uneingeschränktes Recht, auf Informationen hinzuweisen (z.b. durch Setzen eines Hyperlinks). Niemand darf für verlinkte Informationen haftbar gemacht werden.
7. Die Rechte von Minderjährigen können durch den Jugendschutz eingeschränkt werden, der Aufgabe der Eltern ist.
